Should high-speed internet be considered an essential utility? And if so, is it better to be a PUBLIC utility (owned by the state, funded with tax dollars and usage fees) or a PRIVATE utility (owned by profit-driven business for private profit)? Should we ensure that people in rural and remote areas have internet service comparable to the quality of that found in urban centres?
